Not in 15 years, but there was a last generation of CRT in the 00s that most people missed because they had already moved to LCD so the best CRT are better than what most people would remember.

This. Any game could be made to look like OPs image. That image is being currently being displayed on current monitors by everyone in this thread. If a dev wanted to make a game look like that, they could. They just don't want to make the effort to do so.

We didn't. Newer technology is better in every way. The issue is that old pixel graphics were designed for the quirks of CRTs and without the quirks on newer displays the images don't look at they were originally intended.

Those meme pictures are as much an argument as would be posting non-fixed Splinter Cell Pandora Tomorrow screenshot without shadows because shadow rendering used quirks of the graphical drivers of the time. Or any other similar example.
