Issue is, "early" doesn't matter. We need improvements to infrastructure, and ISPs have been, and will continue to block those improvements at EVERY turn, the world over. Many places have started pushing past them because internet is obviously a critical part of modern life, but there are still holdouts, chiefly the USA and China. They both still have very mediocre and low quality cable lines. And considering those are (some of) the highest profit areas for most game studios, they focus on, and prioritize games and systems with those regions in mind.
Maybe in another 10 years, it will be worth revisiting, but right now, and in the foreseeable future, there's 0% chance of major infrastructure changes in either the USA or China, and as such, cloud streaming will never take off. It simply isn't viable with low speed lines.

The idea is to eventually make it so streaming is the ONLY way to play games, so they have complete control, even in single player games, to stop people from doing anything they may not like. Control. Modders can't add content if they can't access the game. You'll have to buy DLC. People still playing the old game and you want them to buy the newest release? Make streaming the old versions suck and claim the low amount of players means they get low priority on the servers. No private servers either. If they want to take the game down so you're forced to play the new stuff, they just can. You don't have access to the data so you can't set up your own solutions.
