Start by making it a cRPG instead of a JRPG. A plotline that doesn't focus on a villainous team trying to capture a legendary pokemon for whatever purpose. A rebalancing of Pokemon so that some aren't just completely worthless. Each region's pokemon should only be Pokemon found in that region until you get the National Dex.

That can be self-imposed without issue. Any difficulty setting should be in changing up gym leader's gyms, swapping out Pokemon and their movesets to be actually decent and forcing Set mode.

Make the writing better. You can have a weird or lame cast, mediocre art, and a derivative battle system, but at long as the writing is good, the RPG will work.
