I fixed it after googling but the game fucking sucked

Tons of games rely on V-sync to cap the framerate. This worked most of the time in the late 2000's, but now VRR and 120Hz+ is ubiquitous.

I remember this happening in Super Meat Boy, as well as this gem.

NFS The Run is actually playable at high framerates. I replayed it in April at 144hz, tire smoke can obscure the screen sometimes but thats a small price to pay vs the horrible 30 fps in game cap.

Except for the part where the game breaks if you actually want to play at the refresh rate you're using and you cannot even get past the intro
and even then I put plenty of hours into it
the combat had no thought put into it neither did the perk trees
what ultimately can be fixed within 9-15 mods counting on if you're playing third person or first person

You can use nvidia inspector to limit global frame rate.

Why use vsync though when you capped it with RTSS, and Gsync? On my AMD cards, I cap the framerate in AMD Software and Freesync handles the fluctuations.
