This is actually almost never the case, a delayed game means a troubled development, bad devs and those are things that more time cannot fix because if the basis of your game are bad there is no fixing it unless you start over again.

Any game with a dev time longer than 5 years has NEVER been good. It's a sign that the development was absolutely FUCKED and they had to restart multiple times.

That's a special case and the quote usually refers to when the game is being made by the same one company. Forever effectively started over like three times and the game we got was the last attempt being plopped into another companies lap with the only goal of "polish this into a product that is capable of selling, you have a year."

No, it absolutely was. The guns were not balanced for a two weapon limit at all. It's literally barely even playable unless you have the PC version that lets you carry 4.

Duke Nukem Forever wasn't delayed, it was repeatedly burned to the ground and the devs started a new game called Duke Nukem Forever.
The final version was rushed.

Holy fuck what were they thinking, you had to choose between the effective weapons of the shotgun and sniper rifle and the useless fun weapons In a game that was supposed to be about wacky kills, which also of course limited what options you had at any one time for combining weapons.

New game plus let you equip every weapon at once (with unlimited ammo) but I assume that was only added in the second PC release

So it was the console that got delayed and the game was just a side effect. A game delay is basically the death knell with almost no exceptions. It's a sign of severe problems at a fundamental level of the game, usually because of corporate meddling. And corporate meddling is literally the worst thing that could happen to
any product period.

I never played Bulletstorm, but that sounds about right. DNF was even worse because of the atrocious ammo limit - many guns didn't have ammo at all but just a gauge and when you pick up more ammo, the gauge refilled. No reload animation. DNF was also terrible because there was an achievement to carry Duke's pistol through the game and you only got ammo for it like twice. So if you were on console trying to get achievements, you only had one weapon to use at a time for 90 percent of the game.

I don't use this word lightly, but it was borderline unplayable on consoles.

Did they just not have weapon wheels back then? I haven't played many console first shooters so I'm not really sure when they started being a thing

Also bulletstorm was at least not as bad as duke sounds because it was 3 weapons (although one of them you couldn't swap out, the main assault rifle was always equiped)
