the same reason the first quest in FO4 has you in a suit of power armor and fighting a deathclaw, they want to frontload the experience with EPIC moments to hook the peabrains while introducing new mechanics, in skyrim them being the shouts, in FO4, the new power armor.

If you do the Megaton>GNR route like 99% of new players, you fight a behemoth with a Fat Man outisde the GNR building after going through a heavily scripted Brotherhood encounter.

They could've handled the shouts in some other manner. Not too brushed up on TES lore but even other characters can use shouts to a degree. For shouts they could've just introduced the player as someone who for some reason learns and uses the dragon language easier than others for unknown reasons, rather frontloading the "wow you're the mega epic chosen one" reveal right at the beginning.

IIRC it doesn't happen right at the beginning, but still pretty early on. The part where BoS (?) gives you the mini-nuke weapon to kill the huge super mutant.

problem with that is that lorewise, to learn shouts it requires alot of mediation and time. not exactly an easy thing to gameify, so they had to come up with an excuse and tied it to the super special boy plotline.

Yeah from the players' perspective it doesn't make a difference since they already know, but I'm talking more about how the story works. There's really no satisfying journey from a nobody to the hero of the realm when the game starts out with practically everyone of note sucking your character off by default and introducing you as the only hope that can save the world. Even if the "reveal" is obvious to the players there's no reason the writers couldn't have postponed it in some manner.

The entire world revolves around you and you only. Nothing ever gets done without you and every top position in society is waiting for you, all of them at once. Legendary beasts wait to be slain at level 3. It's designed to feed your ego from the moment you press "New Game".
