It could also be because there's a bug after you get the mansion going back to Los Santos that breaks that minigame, preventing you from playing it.
This was never fixed officially, but there's SilentPatch for PC at least.

Yeah dude I knew about this back in fucking 2004. At Sweet's house if you go to the left side you can play the basketball mini game there. They show him and sweet playing it in one of the early game cutscenes too.
