Human are naturally much stronger than pokemon in the game world. Consider that the protagonist in arceus can just flip through high level pokemon's attacks and come out of it fine and the NPCs before have shown that they can learn pokemon moves . It's just that the average noin-blackbelk non-hexmaniac human is like level 3 because they don't normally get into fights or train.
