hating dr. breen has to be the single biggest midwit filter in all of vidya. if it wasn't for his deal with the combine after the 7 hour war all life on earth would have been eradicated. even if he has his own personality flaws (megalomania), that doesn't change the fact that he directly secured humanity's continued existence and that without him, the resistance could never have won against the combine in episode 3.

Breen did nothing wrong. The combine saved humanity. They have contained the spread of xen fungus that would have killed everyone anyway. The fact that the world is on its knees and the environment is fucked up isn't their fault either, it was destroyed before their scouts arrived. Despite having every reason to finish us off, after we attacked them unprovoked, they saved humanity and began to rebuild the Earth because they saw value in us, value that Breen made them aware of.

He's an interesting figure precisely because of the tragic nature of his situation. He seems to be a man pretending to be in a position of authority, but ultimately powerless against the whims of his masters and ultimately beholden to them. At best, he can console himself that his "measured approach" saved lives in the margins that the combine would have had few foibles about killing.

But what does it really matter if you're a collaborator to the subjugation of your species? Is he the martyr who did what he could to protect mankind even as he was tyrant in chief? Or a sad man who secured his own safety while justifying it to himself? Probably both.
