Cities Skylines is cool with snow.
Unfortunately for some reason they cant or wont implement seasons into the game so it's either no snow or snow all the time.

Not really, no, the game is pretty barebones. You might have fun with friends for a while, but playing it solo is a chore. Get it if it's on sale.
