Sometimes I don't get d20 systems, hard CC should have saves but I don't get why the enemy gets a save vs a spell that lowers his saves for future spells. Deadfire had the same issue and it makes no sense

Depends entirely how long the fight lasts. Or if a debuff allows you to gain advantage in future rounds by letting you heal less and output more damage.
