When this launched in 1994 it had to compete with Megaman X2, FFVI, DKC, Super Metroid, Demon's Crest, Wild Guns, Sparkster, Hagane, Earthbound, Tokubetsu-hen, The Ninja Warriors Again, MKII, and earlier year games that also weren't as shitty as today's roster.

Most of the games you mention are just as shitty as today's offerings, FFVI is a moviegame that was also obscenely bugged, Hagane is a mediocre 30 minutes long Strider clone with godawful level design whose only claim to fame is having designs from Amemiya, Megaman X2 is a lazy rehash of the first one etc.
