As the plane starts to move the wheels start turning causing the belt to move causing the wheels to speed up causing the belt to speed up causing the wheels to speed up and so on until the tires get so hot that they explode causing the landing gear to collapse and rendering the plane unable to take off.

as a pilot too i'll clarify on your maybe...

lift is generated by the wings, so if there's a sufficient headwind it could possibly take off.

the wheels mean nothing in taking off, its the lift generated by air passing over and under the wings, its just easier for us to move the plane forward than it is to move everything else backwards.

Why would a headwind be necessary? The engines still work.

engines push the plane forward, they don't generate the lift or run air over the wings, if its on the conveyor and the conveyor is preventing the plane from moving forward the engines have lost like 95% of their efficiency. Sure, they can create a vacuum infront of them forcing air to fill that vacuum but its less efficient than just moving the plane forward.

The answer is unequivocally no.
The headwind required would have to be massive and as the description doesn't describe a 200 mile an hour head wind you can assume no it doesn't have one.
An otherwise stationary has no wind to generate lift therefore will not take off.

You can easily answer this question yourself if you imagine you are running with a kite on a treadmill. The kite will not take off unless it is significantly windy. As with the plane, it is more difficult to take off under these conditions, but it is still possible under ideal conditions.
