No. It's trash. It doesn't fix Jekyll's fundamental flaw. This doesn't actually make Jekyll more usable. Making Jekyll turn into Hyde faster doesn't make Hyde not trash.

Jekyll's fundamental flaw is being released too early and there's no fixing that. Look at how many upgrades have been given to Emiya and that's with him being popular and well known, Jekyll is just doomed.

Nah. There are plenty of good early Servants, like Cu Chulainn. Lu Bu was one of the strongest Servants in the game prior to the introduction of Break Bars.
Speaking of Year 1 Servants, they also upgraded Deermud. 20% Arts and Quick buff and a 30% crit buff. Which sounds great on paper. It's just too bad it's on Deermud.
