He's kinda there. The reason Nasu replaced him with Vlov was because he felt that Nrvnqsr was too important to die as a mid-boss. Vlov, on the other hand, is explicitly one of the younger and weaker DAAs.

Another reason that Vlov was created was because Nasu wanted a "traditional" vampire in the remake. There aren't very many of those in his stories and given that Tsukihime is explicitly about vampires, he probably wanted at least one rep.
