I wouldn't because grapplers are annoying and stupid.
they are also very effective. though only in a 1 on 1 fights.

Grab enemy, then have multiple things you can do. Throw, pummel, slam. Basic Smash Bros shit works. You can then add extra mechanics like resource spenders that do more shit.
The biggest problem with this approach is that so many devs make it so that you can't throw anything not human shaped. I don't care, let me suplex a mech even if the animation just has me grabbing air and the tank magically flies over me.

Each person has different states. Standing, leaning (in one of 8 directions), and fallen.
Learn multiple different throws that work better against people leaning in certain directions, but throws make you lean in certain directions while you do them. Game is heavy on balance management, yomi, and throw loadouts.
Wanna fill your slots with throw counters? Your defense will be great but your basics better be fucking perfect.
Wanna fill your slots with stronger throws? Better hope your enemy never reads you.
Wanna mix it up? You'll never be 100% safe, better read what your opponent is doing.
It could work in 3d, but honestly, a judo card game could be neat.

Freeform limb movement. Take inspiration from Toribash, but make it a little bit less unwieldy by automating some degree of balance correction.
for an action game, I think a controller would work well, for starters. you could initiate a grapple with the triggers. pull both triggers to grab onto somebody, release the triggers to release your grip. maybe you can have the the triggers each control one hand's grip separately.
to do techniques, maybe do something sort of like Skate, where one stick controls your body and the other controls how you're moving your arms.
