People who obviously didn't play Bioshock. The Nitro Splicer does effectively the same thing, but all the comments are unrelated to what he's actually doing until he interacts with a machine, another NPC or the player. This demonstrates character and that they have a role outside the game, which creates a larger narrative.
Since this is a dumb superhero game for marvel, the NPCs have no role other than "bad guy" and there's not much dialogue to happen in that. So they just create dialogue based on the task right before them, no larger ideas are presented, and the hope is that the player won't notice. Most won't given how stupid and singleminded most marvel fans are.
