I'm currently cycling between Dodonpachi, DDP Daioujou, Guwange, and Ketsui, and I suck dick at all 4 at them.
Stuck at stage 4 on all except Dodonpachi where i'm stuck at the stage 5 boss.

No, the game turns that mechanic for the final Toutetsu phase. You need to dash on bullets to cancel them, and then absorb it. At 100% meter, you throw a Gold Apple at Toutetsu. Do that 3 times & you win. Okina might tell you that in her small dialogue during phase transition, but I played untranslated so I wouldn't know.
It's not too hard, the biggest thing is making sure you tank the rest of Toutetsu's fight so you manage to get the 1cc

That mechanic was probably supposed to come into play before that, but much like a lot of the game, Tasofro did an oopsie and didn't balance meter gain enough for you to ever need to manage your use of Flandre's fist clenching move, which is her best move.
