this is usually because higher settings reduce your CPU bottleneck since lower settings don't use much of your GPU

It's an extra process that prevents screen tearing under the assumption your GPU updates what's on-screen faster than your monitor does
In most cases, unless your monitor is old as shit and can't keep up with the image updates, you should keep it off so you don't have a process that slows things down for your monitor on purpose

depending on how the game handles vsync it might drop the framerate to 30 fps if you ever go below 60 fps

How do you fuck up something as basic as quitting the game?

Never played Underwaterrayromano but that happened to my computer if I didn't restart it every month or so.

Same thing happens with Maplestory.
If your computer is on for longer than a week, loads of spells will fail to function correctly, usually not dealing any damage or detecting enemies when cast.
It's an issue which has been known for 7+ years, but it's virtually impossible to fix, due to the game's codebase being nearly two decades old and nobody's touching that shit.
