You don't need a 4090 to play Touhou Project. Spend that money on food.

get a cheap "mid range" computer
anything above a 1060 is overkill unless you're playing modern trash

a 3.6ghz quad core, 1060 (6gb) 16gb ram, 1080p 60hz monitor, and 1TB of storage (more if you intend on archiving shit) is the most you will ever need.
as for skyrim i suggest getting the first one over the special edition one for much better performance unless you're autistic for graphics
