what's the difference between a Gaming PC and a normal PC with good specs?
Gaming PC just sounds like some Walmart bought prebuilt shit with a 300% markup and gay led lights

You can have a "good spec" machine that's pretty bad at games, like if you have a workstation video card in there, because you actually do stuff with your computer instead of gaming.

you can build a pc with components more suited to other uses than gaming, like mining rigs or threadripper systems that are utterly useless for gaming. Though a "gaming" rig is essentially just a basic case with the most powerful graphics card you can afford and a good enough cpu that doesnt bottleneck said gpu. The rgb bullshit is unfortunately often associated with gaming pcs.

As far as consumer parts go, nothing.
It's a marketing term and little else, and it's used inconsistently. At best, it's short hand for "high spec PC".
Speaking of such, Workstation GPUs are just under clocked Gaming GPUs with extra drivers or specific software. Workstations cards aren't good for gaming in the sense that they are built to last long and run constantly, while gaming GPUS are built to prioritize performance over even its own lifespan. That's why some gaming card run so hot and have ridiculous power requirements, while the workstation cards based on them can sometimes reach below 75w.

Gaming PC means an 9th series i5, 1660 super, and ddr4 2400 ram with 12 color locked rainbow fans for $2000, or an 11th series i5, a zotac yellow 3080, ddr4-3200 ram, and 12 RGB GAMER fans for $4000
Any other configuration means you are a loser nerd who simply couldn't afford it.
