No there's probably some turnbased rpg that has a million modifiers and rng rolls that determine what happens every time your character farts but Nioh does have a very deep and fun combat system. I think it strikes a good balance between tactical knowledge and reflexes and reactions needed to do well in fights

And secondly, even if we did count it as one, Tactical RPGs blow it the fuck out of the water
It's still far, far less complex than shit like Ninja Gaiden or DMC but it's far more complex than a generic action rpg

Ninja Gaiden's combat is basically just spamming Izuna Drop and if that doesn't work use Flying Swallow. And I say this as someone who played Ninja Gaiden on an Xbox when it was released multiple times.

I've mashed my hand into a punching bag too many times to do the multi key combos to stance switch fluidly so the game is just annoying

If you mean indepth and of any ARPG, absolutely. It's far more of an action game though.

2kat is probably the easist to do well wiith imo, you have 4 moves to get good with: sign of the cross, god of wind, windstorm/water sword

Entire thing can carry you through the game all the way to endgame
Hatchets seemed hardest to me over everything. It's very hard for me to decide range/melee and range to melee

Hatchets are probably the hardest. It just doesn't seem as optimal as the other weapons.
The influences and similarities with souls games are very surface level and fade away quickly but you are still very incorrect. The only part of Nioh that is like Diablo is that enemies drop loot that can have different effects, nothing to do with how much influence they have on the player or their actions or what they can do otherwise is comparable.
Favourite weapon is and always will be 1kat, though I love using all the weapons.
The highest skill floor is probably hatchets, they're very strong but people have issues getting used to controlling ranges. As for the highest skill ceiling that could also be hatchets for similar reasons but fists and tonfa are very much up there as well.
