It was fun that WoW Classic came out during that stupid global lockdown. Everyone saw how much better the game was back then even with the added tweaks Blizzard put in

It's just not the same for them as it is for us, including the Wakfu series and such.

Broadband speeds made MMORPGs possible. Multiplayer before was LAN or 1v1 at best on dial-up

Internet becoming more widely accessible to casual consumers, the wonder of socializing with other people within a fantasy world being appealing, the technology being developed enough for such simple games to be made and put to market, the fact that they were free to play usually. Is what I would say. MMOs are and will never be like they were back then because the Internet has shrunk and become more consolidated. Nowadays people will just hang out in Discord or the like within their communities instead of ingame and with random kind strangers who also share the same interest of hanging out with other nerds who are like them

It plays nothing like RO. They are only somewhat similar in their presentation. Everything from general gameplay, to RPG mechanics, to the world, to PVP to progression are widely different.
