The act of customizing and unlocking new cosmetics directly ties into the way that currency systems and gameplay are designed on both a fundamental level and as motivators. They also tie into player expression in the same way that using specific combos or moves over others might. Additionally, no matter how much retards on Any Forums talk about visuals not mattering, visual feedback and appearance is incredibly impactful to your experience in a game, both in terms of what you choose and what you see others choose. Like I said before, games like THPS were elevated years ago by features like Create-a-Skater, which added a new level of expression to a game already primarily about players expressing themselves through combo choice and gameplay. There's also other, more modern games like Deep Rock Galactic; while it does monetize a handful specific cosmeric packs, the vast majority of cosmetic options are obtained in the game through no less than five different gameplay structures, and thus become a huge motivator and something that can be greatly enjoyable to engage with as a system as opposed to just making the all or majority of them cost fucking retarded amounts of money and not designing them into the game in a way that rewards the player.

The idea that cosmetics are meaningless and can be shunted off into ludicrously expensive DLC packs is unironically a shill meme made up to give devs an excuse to implement predatory monetization systems instead of actually designing their cosmetics into the game in a way that makes the game fun. It's exactly the same as replacing a weapon unlock system in an FPS with a system where you just pay them $10 for each new weapon you want. There is no meaningful difference aside from an arbitrary distinction around what is and isn't "gameplay" that paid shills have literally gaslighted you into believing over the course of the last decade or so.
