I don't know if it's their servers or what but I never play against other people because I always lag (my internet speed and ping are fine).
Basically I only use the online for make/share/download liveries and tunings.

Just like most DLCs outside of Hivebusters, Hot Wheels is paid. You don't get it with Game Pass, that's kind of the point. Play the game all you want and buy the DLC if you like it, then buy the full game later at a discount.
