ran like shit for me and I just got a 3090ti. It didn't even do 30fps on 1080p on low settings. Yet horizon does 4k ultra 60fps.

Something up there. I was pushing 100+ fps on a 3080 at 4k with dlss.

That's very odd, I played on a 1080 and could play on 1080p at "original" setttings at 60 fps.

Sony recently bought Nixxes who ported a lot of games for Eidos over the years. It's just a matter of experience.
Meanwhile MS is just doing the bare minimum since they don't have a dedicated porting studio or even dedicated technical staff for porting. Their primary target is still the Xbox consoles so the PC ports get worked on by like a dozen people at most and not necessarily even full time on the port, you can't expect anything magical from teams like that.

Maybe have a look at PCgamingwiki's article of god of war for potential fixes, but I doubt you're having a bottleneck with that CPU.

If it's the same as the PS4 there's a handful of free ones that will instantly be available like Rami-Man and Future Foundation, everything else is through ranking up and grabbing the collectables which are incredibly easy to find.

I saw patches to disable depth of field, tried it and it made things worse somehow (which is weird, usually that works in others). I dunno. Same with ff7 remake, just something is going on.
