Elite Forces was surprisingly good given it was Voyager. The fact that Mass Effect is basically a not-Trek shows that it could have easily been done, but probably ME benefited from not having any of Trek's cultural baggage letting it be more broadly appealing.
I still think it's a shame we dont have more Trek games since I feel like it's fairly unrestricted in what you could do with it, but Paramount probably has a deathgrip on anyone trying to do something with it so it's hopeless
