Capcom designed a character that feels like the equivalent of your mom telling you you have to take your annoying little sibling with you while you go do something.

Because it was more of a cult classic franchise. It wasn't super popular in the west but the people who did play it loved it. It was significantly less popular than those series you listed and it is also a fact that the franchise has shifted and changed a lot in recent games.
