I think the deal with Rose is that she and Bison use the same kind of power (soul power vs psycho power), like how Ryu and Akuma deal with hatsui no hado. Bison at some point was Rose's master, and taught her, but Bison went down the evil path. In Alpha 3 I think Bison tried to possess Rose's body for a moment.
