A PvP multiplayer game where you want everyone on the same playing field would not work with an opt-in expansion. You'd fragment the Splatoon 2 player base because less people would buy an expansion than a new game. That's why the paid part of octo expansion was only single player content.

Deil's advocate here, but I think that's one of the reasons why normies keep saying this looks like an expansion. Doing something as simple as updating the artstyle or doing something like cel-shading the graphics goes a long way into making it look significantly different.

Multiplayer expanion packs divide the playerbase, and nintendo is a business so it wouldn't make sense for them to continue making new modes for free 5 years later. Buying day one will likely feel like a ripoff because they typically release an unfinished product and 60% of the new content comes a year or two with updates as a way to keep players playing for a long time/sell online subs.
