Because FTMs and MTFs both stereotypically choose a very shallow form of the gender they are trying to be. FTMs will abandon all sense of femininity and would not embrace such features. They try to be grisly and tough men both still have limber shoulders and a soft face.
MTFs try to be overly feminine to compensate for their lack of understanding. They are all pretty and pink and girly but don't recognize that being a woman is more than that.
