Because games are attempting to balance things to be fair, unlike real life where no one ever said "let's make it easier for enemy to fight us".

Because it makes no sense. Neither in Real life (too heavy, not as good as a shield for ranged combat) nor in video games (Range + Tanking make little sense).
Samurai are the closest thing you get to "heavily armored archers", and they didn't have full plate armor like in your picture.
