Is it underutilized compared to generic fantasy and modern day shit? Yes. But in the context of premodern historical settings, it is one of the most common, alongside Egypt, and below norse, and feudal Japanese. And every fantasy thing ever has a vague Roman faction
If you wanna talk about underutilized, premodern historical setting, then Rome is WAY more fucking common then any of the below, and i'm excluding areas that don't have urbanized civilizations or that we know barely anything about.
