What other games that somehow managed to make time limits and escort missions a huge part of the game while also making it fun? Also lots of personality.

The clock is a big part of it. Time stops in the world between missions in most games, making it impossible to be late like you often are in dead rising.
I like the late part in the last day where the game just lets you fuck around for a bit.

capcom vancouver pretty much never wanted to make a dead rising game after 2 but capcom made them and the increasingly shit results are to be expected from asking people to make something they don't care about
