There's no reason for them to be, it's purely a graphical/visual overhaul, not a rewrite. Why would the writers need to be involved in model & texture work?

You need publishers to handle advertisement as well as ensure that the deployment on multiple systems goes as smoothly as possible. Advertisement costs are nothing to sneeze at. Something as simple as a booth at PAX can run you as much as $10k in advertising costs alone.
