Naughty Dog is completely delusional if they think the individual release of Factions is going to sell to people that never experienced it in the first place. Even worse if they fleshed out having people in your camp die from lack of medicine and food.

2. Get money from people who have played TLOU 1 but will fall for the "new graphics" meme
3. Get money from PC players. Every PS exclusive that came out for PC so far has done well
