This is the reason. It's the same as with Demon Hunters, just two specs instead of three or even four, they're too understaffed to balance all of their current classes, or they don't know what they're doing anymore.
I really wanted a Stealth Spec for Demon Hunters, since Stealth makes perfect sense for Demon Hunters since ambushing demons is a good way to kill them, using their own tactics against them.
