Not to justify it but there's an enormous teacher shortage across the US right now, this is a step too far but it's not that surprising. You're paid like $45k a year to be an advanced baby sitter and covid restrictions on schools were so heinous most teachers close to retirement age just retired and there's nobody to replace them.
Obviously this is the retarded approach, the actual solution would be raising salaries in AZ but the government will take any opportunity it can to avoid giving up cash.

positive versus normative. Personally I would rather live in a society that places higher teaching standards to the public. Public schooling is unironically probably one of the stealth biggest causes of rapid financial expansion. People like to joke that the NWO wants people stupid but really its mostly laziness in the local districts and a lack of willingness to spend with accountability. Like this doesn't just benefit the poors, your society will turn into a fucking walmart soon enough if the average citizen is uneducated and competing against physical skill while drowning in sugar.

Because they don't want to pay competitive wages. Not only that but the state also knows they don't need better teachers anyway since the state decides the lesson plan. Teachers would get paid better if the state dumped more responsibility on them.
