It's not, most people can determine whether they like something better than something else so assigning numbers is a simple progression from that natural tendency.
It's how people grade though. The default "average" performance for everything is 70% good. Since the average person thinks that average is a 7/10, average is 7/10. Average isn't just "the middle". That's median.

I dont know how people use these big ass scales. I just use 5. Bad - below average - average - above average - good.
I could never parse a 7.6 from a 7.3 or whatever, especially since games can run the gamut of 30 minutes to 30 hours (and beyond).

If there's 10 ratings, and 5 were scored 8 and 5 were scored 6, then yes, those scored 7 are the average.
