Why not? Kokonoe and Nine were broken at launch, yet Jubei was absolute garbage, literal Bullet tier. And his moveset is 90% cat jokes instead of using his abilities the story tells us about. Imagine if his Drive was swapping places with the opponent instead of the boring shit it is now.
