I don't know about best, since the quality depends heavily on the chapter, but Subahibi is definitely my favorite.
Worst I've played is Grisaia, but it was redeemed by Michiru, who's the best girl in anything anime ever.

Steins;Gate is too silly to get as serious as it does in the second half. It isn't bad, but it's had to take the story seriously when it's about a bunch of chuunis doing dumb stuff with a microwave.
