No, video games can be scary, moving, depressing, uplifting, draining, empowering and a hundred other things. It does not necessarily have to be "fun".
The only thing that matters in a video game is that it is entertaining, in whatever form needed to achieve that.
If you are not entertained, you should not bother, and neither should the dev.
Because a game that isn't entertaining is worthless.
