343 purposefully made her look older and more sexualized to continue the Christian themes of the previous Halos. Cortana is older (as shown in her appearance) and is going rampant because she has not yet conceived a child. As such, she starts to screech and self destruct while also turning to promiscuity (showing her bare feet and exaggerating her breasts is as far 343 could get before it would be an 18+ game). As such, the solution is to either discard her for the streets (as seen in Halo Infinite) or to finally let someone cum in her (won't happen because Chief is autistic and asexual like the archetypal modern man).
