Pixel art indies try to emulate old sprite based games for instance but instead of an artist's vision rendered as faithfully as could possibly be done in the extremely limited pixel format it just looks like mediocre shit

pc-98 art refers specifically to that art style expressed with limited color palette and resolution.

But now we have style based on indie devs limited resources. Not a great substitute but still produces unique art styles once in a while. Hotline Miami and Papers Please comes to mind.

i have quite a big idea about all this, which is to create an "artificial console" that exists somewhere between the SNES and playstation. completely spec it out, with realistic hardware and limitations for the time

This is pretty typical game jam / art jam stuff. You could probably pitch it on Newgrounds and get some traction. In fact, I think I will.

That art style is mostly a result of constraints from the PC-98's limited color palette capabilities. Platforms with 16-bit or 32-bit color capabilities had no need to use it.

Also helped that they had much better games overall.
