I think story wise beerus is the strongest. After that I think it's vegito blue or something like that. Not sure where ultra instinct ranks

Ultra UI Goku, Gogeta Blue and Gogeta 4 are some of the strongest characters in the game, and they have the strongest power levels in series canon.
But Beerus and Jiren are mid in-game so go figure.

Goku can't beat Jiren, but UI Goku can. If you play as UI Goku, you don't have to worry about the limitations of normal Goku.
