I think Smoke Bomb is fine, though.

I find the first phase completely fair
all he does is alternate attacks left and right and if you move with him the two flames also follow at the same rate he sends out attacks
then all it is is a little shimmy dodge dance on whatever side of the screen you're on before moving back and forth until phase 2
