I mean, even the RPD isn't reused.
Most of the areas are changed, trashed, destroyed or barracaded now.
They probably only reused the 3d area skeletons and then put new render textures over them

It literally works.

Piss1's disc drives wore out easily, and turning the system upside down literally helped the system read discs.
I did this just a few weeks back when I dug out my old PS1 fat.

its actually really easy to replace the ps1's disc drive. it costs about 30 bucks for a new drive too

The RE2 recycling is in that it didn't really change much coming off of 2. Like how 2 didn't change much coming off of RE1 DC.

CV is THE worst classic RE game, and better ignored altogether if you appreciate the classic games at all. It's an all around downgrade and embarrassment, and we should all be THANKFUL that the actually skilled devs in his team made the PROPER Resident Evil 3 for PS1.

In OG she jumps at every single fucking thing, as if she wasn't a survival from RE1.
In remake, she's acting like frigid butch lesbian.

It's only real improvement was the gun powder mechanic adding another layer to the survival. The game's exploration pretty much dies off once you hit the clocktower, the dodge mechanic is half baked and most players use it completely by accident, the live selection is neat but ultimately offers little outside of a single different confrontation near the end, and it really doesn't do much to advance the series.

CV actually added a variety of mechanics and changed the gameflow up a lot.
Even ignoring the addition of 3D and how that allows for the lighter to become an ingame mechanic, and also adds in first person weapons, it just generally takes most of what was in 1 and 2 and puts them together. From 1 it takes the open ended exploration and over hauls it, the game's opening being equivalent to the whole map of RE1 that you must explore, and the following 3 areas are smaller, but they don't gimp themselves into linearity the way 3 does, they are all fleshed out and the last two rely on your familiarity with the rest of the game. It also brings back 3D item examination, heavily nerfs the crossbow but makes it even more overpowered with the explosive bolts, makes the knife more overpowered but gives it way more knockback if you're too close to a wall, etc.
From RE2, it takes the two coinciding scenarios idea and just layers Claire ontop of Chris, creating one seamless experience, but it doesn't stop there. Your actions as Claire screw over Chris way more than in RE2 with Leon and Claire, if you're too cautious as Claire, you'll leave Chris with little to work with, and if you do that again for the second swap, the game mocks you by leaving a knife for the Alexia fight.
There's a variety of other things like the new varieties of zombies, unique scenes depending on how skilled the player is, a bunch of optional bosses and the Rodrigo side quest, etc.

Incorrect.
Biggest improvement are randomized enemy mobs and puzzle solutions, greatly adding to the replay value and eliminating sequence-skipping via cheated puzzle solutions. The alternative sequences and endings are also a lovely nod towards RE1's structure, even if the world is notably more linear.
The overall gameplay also fits the more action-oriented style RE2 started better. It's much more "survival" now, with Nemmy being a fine challenge to the more nimble and capable player characters.

Everything you said about CV is just pure bullshit. It was irredeemable clunky shit with beyond embarrassing fan-fic tier plot and characters back in 1999, and it's nothing but skippable trash this day and age. The world design is awful, with some of the most irritating and pointless backtracking in the series.
All that shit you told about Claire's actions shitting on Chris' campaign also only prove that the game was terribly designed.
There was no indication that you would even get to play as anyone else than Claire (minus the short Steve moments there and here), meaning there was no reason to even assume that you might want to conserve supplies. Chris' whole run is pathetically tacked-on time waster that makes you run through the same areas again and again.

All this, while the controls and visuals are just bad even for their own time.
Capcom did a right thing separating CV as a side-game. It and Zero are best considered as silly spinoffs this day and age.
