Phisically, it has only two tangible states: Pressed (sunken) and unpressed (neutral) so we're going full circle if we take it literally. It being holded or released are conceptual terms and not mutually exclusive to the aforementioned states.

It's meant to be in reference to the whole "0 A Presses" run as a whole. So he can press A at one point, keep the button held, then release it at another point. The whole autism surrounding this issue is really just due to bad naming

That has nothing to do with the actual meaning of half an a press. Half an a press is used to refer to a level that only requires the a button to be held, so even by your own misunderstanding, it would be 1/3. The reason it's called a half a press is because on a full game run, it can leech off a previous time the a button was pressed, but in a single star run, the a button will need to be pressed once.

It's half an a press because if you're doing the stage in isolation, it would be one press but if it was a full game run you were not adding any more presses because you were holding A from the last A press. It has nothing to do with the 3 states of A presses.

Wouldn't it be just 1/3 in that case since the pressed state wasn't used? Only held was needed under that logic.

There are only two button states, actually. Up and down. The rest of the "states" are created in software by comparing against a previous state.
