it's basically illegal. True emulators themselves aren't illegal, but since console modding is illegal there is no legal way to get roms, so theres no way to actually use the emulators to emulate games.

So it's not basically illegal, it's legal. Many emulators for PC can just run floppies fine, but I'm sure those don't count. Many emulators can read CDs just fine, but I'm sure those don't count. Also you don't need to mod a console to dump games, there are specific tools for that and I'm quite sure those aren't illegal (yet).

You will probably have to use an application if the emulator doesn't support .wav. There you go, legal copy for another medium that will work with your legal emulator.
