Gill is justified, no one else on any of the SF rosters really seem to have well thought out higher goals in mind. S.I.N. and Seth was nonsensical, Bison's craving for world domination doesn't seem to extend past that.

Genuine world peace. People have completely fucked up the world and each other and on the cusp of killing themselves and Gill wants to take control of the wheel before humanity careens off the cliff. He looks at himself more as as shepherd to guide lost sheep than an emperor or tyrant. He doesn't brainwash anyone, he' s just able to show them their vision of what can be achieved in the Utopia and most follow him willingly. The problem with Gill is that he wants to cleanse the world of most people since in the past 2000 years the world has become to chaotic and cluttered and he wants to build a new world from the start with people who will actually benefit the coming generation than harm it or hold it back
